Open letter

To our partners, businesses and benefactors

Dear Esteemed Partners,

First of all, Fly To Sky Charity would like to extend our warm greetings and best wishes to you. Established in 2018, Fly To Sky is a not-for-profit charitable system comprising Fly To Sky Social Enterprise for Charity and Community Development and the Fly To Sky Charity Group. We are members of the National Volunteer Networks affiliated with the National Volunteer Center under the Ho Chi Minh Communist Youth Union Central Committee, with activities across Vietnam. Fly To Sky has been honored with six national awards and one international award for volunteering and community service, and has received national recognition for seven consecutive years. Fly To Sky has legal-person status and is authorized under applicable law to mobilize, receive and manage domestic and international resources and sponsorships. We strive to pioneer integrated solutions for community development and social responsibility in Vietnam.

In today's world, technology is rapidly changing how children access knowledge. Books, however, retain an irreplaceable value: they develop thinking, creativity and imagination while nurturing positive values. Yet in many schools in mountainous, border, remote and disadvantaged areas, access to books and appropriate reading spaces remains limited. For many students, a well-stocked library is more than a place to study; it is a doorway to new worlds and greater aspirations.

Motivated by the desire to reduce inequalities in access to knowledge, Fly To Sky launched the White Dove Library Project in 2019 to develop welcoming school libraries, provide appropriate books and promote a reading culture in underserved communities. Over the years, together with businesses and individual partners, we have established libraries and book collections and organized reading activities throughout Vietnam, delivering more than 80,000 books through over 160 library and bookcase projects and helping more than 55,000 children access reading opportunities.

We believe the true value of a library is measured not by the number of shelves or books donated, but by how often books are opened, questions are asked, discoveries are made and dreams are nurtured.

Fly To Sky sincerely thanks you for taking the time to read this dossier. We would be honored to welcome you as a sponsor of the White Dove Library Project. We respectfully invite organizations, businesses and benefactors to join us in bringing books closer to children, opening doors to knowledge and helping them write a brighter future.

With our sincere appreciation, Fly To Sky.

About the project · Background

Background and rationale

From educational policy to the reading-resource gap in underserved schools.

Books and reading culture play an important role in developing knowledge, independent thinking and students' ability to learn autonomously. Vietnam has increasingly emphasized reading in schools. In particular, Official Letter No. 4567/BGDĐT-GDPT dated 5 August 2025 of the Ministry of Education and Training addresses the organization of two-session school days at primary level, including reading culture among activities for the second session. Circular No. 16/2022/TT-BGDĐT establishes school-library standards covering learning resources, facilities and library activities, providing a framework for promoting reading in education.

Despite growing recognition of the importance of reading culture, many underserved schools still lack appropriate library spaces, diverse collections and funding for reading activities, making it harder for students to develop lasting reading habits.

A considerable gap remains between the goal of promoting reading and conditions on the ground. Some schools have no suitable library space or only basic facilities. Their collections are often centered on textbooks, with too few children's stories, life-skills books and age-appropriate discovery materials. Limited facilities, resources and funding make it difficult to organize library reading sessions and initiatives that encourage habitual reading.

The White Dove Library Project grew out of these needs. It seeks to narrow the knowledge-access gap and help schools create a richer reading culture. Through library renovation, books, furniture and shelves, and sustained collaboration on reading activities, the project aims to build welcoming environments and long-term reading habits.

About the project · Meaning

Why it matters

The White Dove Library Project is a community initiative to improve reading environments, expand access to knowledge and nurture reading culture in schools, particularly where educational resources are limited.

Inspired by the white dove – a symbol of peace, hope and the promise of better things – the project celebrates sharing knowledge, nurturing dreams and creating new opportunities for the next generation.

Its mission is to create welcoming, knowledge-rich reading spaces that can be sustained over time. Activities include renovating libraries, providing desks, shelving and age-appropriate books. This improves facilities and reading environments while enabling learners to explore and discover independently.

The project also affirms that books, knowledge and reading culture are shared values to be cultivated across families, schools and communities – not limited to any one age group or location.

About the project · Delivery

What the project delivers

Donating resources is only the beginning. The project continues working with communities so libraries are actively used and reading habits can grow.

The White Dove Library Project goes beyond donating resources to provide continued support after handover. During the first year, it works with schools to organize reading festivals and to establish and operate Book Clubs, encouraging learners to build lasting reading habits, explore knowledge independently and make effective use of their libraries.

By connecting businesses, schools and communities, the project seeks to create a sustainable model of educational support. Each book contributes not only knowledge but also enthusiasm for learning, untapped potential and new opportunities for readers.

Le Van Phuc

Director of Fly To Sky Social Enterprise · Standing Deputy Head of the National Volunteer Network, Southern Region · General Chair of the Fly To Sky Charity Organization

Born and raised in Gia Lai, Le Van Phuc saw hardship early. Helping at hospitals with his family led him to one question: “What can young people do for their community?”

He founded the Fly To Sky Charity Organization on 2 September 2018, aged just 16, laying the foundation for a nationwide ecosystem of volunteers and social enterprise.

The greatest measure for me on this journey of service is how many people we can help each year, how many projects we can complete, and how we help change their lives.

  • National Volunteer Award 2019 – youngest recipient in its history.
  • Promising Young Face of Vietnam 2023.
  • Twice awarded the National Advanced Youth Badge (2020, 2025).
